WhatsApp Business API Pricing Explained: Messages, Categories and Costs

Pricing changed in 2025, and old guides are now wrong. Here is how per-message billing works and how to budget for it.

WhatsApp Business API Pricing Explained: Messages, Categories and Costs

Almost every business that considers the WhatsApp Business API asks the same question first: what will it cost? The honest answer has changed. In 2025 Meta moved from billing by conversation to billing by message, and many articles online still describe the old model.

This guide explains how the current structure works, which messages are free, which are charged, what else you pay for and how to estimate a realistic monthly budget. We avoid quoting specific rates, because they differ by country and category and Meta updates them, so always confirm current figures on the official rate card or with your provider.

The big change: from conversations to messages

Under the older model, a business paid for a conversation: a 24-hour window that opened when a conversation started and covered the messages exchanged inside it. According to Meta's documentation, from 1 July 2025 each message is billed individually. The goal was to align with how other messaging platforms charge and to make costs easier to attribute to specific messages.

The four message categories

WhatsApp groups messages that businesses send into categories, and the category affects the price.

  • Marketing: promotions, offers, product announcements, re-engagement. Meta states that marketing template messages are charged.
  • Utility: transactional messages that relate to something the customer did, such as order updates, delivery notices, appointment confirmations and payment receipts.
  • Authentication: one-time passcodes and login verification.
  • Service: replies to a customer who messaged you first, inside the open customer service window.

The customer service window

When a customer sends you a message, a 24-hour customer service window opens. Inside that window you can reply with free-form messages without using a template. Meta's documentation states that non-template messages are free inside an open customer service window, and that service conversations have been free for all businesses since November 2024. When the window closes, you generally need an approved template to start a conversation again, and the category of that template decides how it is billed.

Which messages are free and which are not

  • Free-form replies inside an open customer service window: free.
  • Utility templates sent inside an open window: free, according to the 2025 changes described by Meta and by community explanations.
  • Utility and authentication templates sent outside a window: charged, with volume-based discounts available.
  • Marketing templates: charged, whether or not a window is open.

This is why encouraging customers to message you first, for example through click-to-WhatsApp ads, can reduce costs: their message opens a window in which your replies are free.

Volume tiers

Meta indicates that businesses can unlock lower rates for utility and authentication template messages as their message volume grows. The thresholds and discounts vary by market and are updated periodically, so ask your provider how they apply to you.

What else you pay for

The per-message fee goes to Meta. Most businesses also pay a software provider, because the API itself has no screen. That provider supplies the shared inbox, automation, AI assistants, integrations and support.

  • Platform subscription: a monthly fee for the software and number of agents.
  • Message charges passed through from Meta, sometimes with a small markup.
  • Setup or onboarding fees, if any.
  • Optional extras such as AI assistants, advanced automation and CRM integrations.

Ask for a clear breakdown, and ask whether message charges are passed through at cost or with a margin.

How to estimate your monthly cost

  1. Estimate how many conversations start each month, and how many come from customers messaging you first.
  2. Count the template messages you plan to send: reminders, order updates, offers.
  3. Split those by category: marketing, utility and authentication.
  4. Multiply each group by the current rate for your country, using the official rate card or your provider's price list.
  5. Add the platform subscription and any extras.
  6. Compare the total to the staff time saved and the revenue the channel brings.

Because rates change, build your estimate in a spreadsheet and update the rates quarterly.

Practical ways to keep costs sensible

  • Drive customers to message you first with ads, QR codes and website buttons, so replies fall inside free windows.
  • Send marketing templates to people who have clearly opted in and are likely to respond, instead of blasting the whole list.
  • Segment your audience so each campaign is relevant.
  • Use utility messages for genuinely useful updates, and do not disguise promotions as utility messages, because Meta reviews template categories.
  • Track cost per conversation started and cost per sale, not only the message fee.

Common misunderstandings

  • 'WhatsApp Business is free.' The Business app is free. The API has message charges and software costs.
  • 'All messages cost the same.' Category, country and window status change the price.
  • 'A single message equals a conversation.' That was the old model; check which one your provider quotes.
  • 'The cheapest provider is the best.' Support, Arabic quality and reliability matter as much as price.

Worked example

Imagine a clinic that receives 400 new patient chats a month, mostly from customers messaging first, and sends 600 appointment confirmations and reminders plus a monthly offer to 800 opted-in patients. The replies to the 400 chats happen inside free windows. The confirmations and reminders are utility templates, many sent inside open windows. The monthly offer is a marketing template, so it is charged per message. The clinic can see that its main variable cost is the marketing message, so it decides to send offers only to patients who visited in the last year. These are illustrative figures, and your own mix will differ.

Frequently asked questions

Do I pay when a customer messages me?

Receiving a customer's message does not carry a per-message fee, and your replies inside the open service window are free. Charges apply mainly to template messages you send, depending on category.

Can I avoid marketing message charges?

Not for marketing templates, which are charged. You can reduce spend by sending fewer, more relevant campaigns and by building ways for customers to message you first.

Is the price different in the UAE?

Rates are set by market and currency, so check the rate card for the country and currency that apply to your account.

A short checklist before you sign with a provider

  1. Get the full price list: platform fee, message rates and extras.
  2. Ask what is included in support and onboarding.
  3. Check Arabic and English quality in templates and AI replies.
  4. Confirm how you can export your conversations and data.
  5. Ask about contract length and how to leave.
